We explain you the new Royal Decree on Packaging and Packaging Waste

The Government has approved the Royal Decree on Packaging and Packaging Waste with the aim of establishing the legal regime applicable to packaging and packaging waste in order to comply with the transposition of European directives (EU 2018/852 and EU 2019/904).

The text sets targets for prevention, reuse, recycling and recovery, as well as packaging design and marking obligations, among others (more info).

A Royal Decree that makes a flag of the three Rs (reduction, reuse and recycling):

  • Reduction (in royal decree prevention): reduction of grammage, promotion of bulk and recyclable packaging.
  • Reuse: especially beverages in the HORECA channel, large supermarkets and events; and
  • Recycling: incorporating recycled material, which by 2030 plastic packaging should contain 30% recycled material.

This revision of Spanish legislation, which has been in force for more than 20 years, will mean major changes for the achievement of the packaging recycling targets for 2025 and 2030.
